Muskegon County officials have undertaken sweeping reforms at the Muskegon County Juvenile Detention Center, following state inspections that revealed excessive force being used by staffers in what the state called a "dangerously understaffed" facility. One juvenile inmate reported being chained by the ankles and physically restrained. Staff at the facility says the use of force is necessary to maintain order. The facility has roughly a 8:1 staff-employee ratio due to budge problems which leaves them unable to control the inmates properly.
